I don't know about more badly behaved, but kids are more empowered these days.
Probably for all the wrong reasons. When I was young, like pre 15yrs, I was almost intimidated by authority figures and definitly respectful. But as soon as I felt I was of an age that should have gained some respect, there was none forthcoming.....very dissapointed so I was!
It has permiated all levels of society, not just schools, I think that Tony Blair has a lot to answer for, I quite liked the formality when it was Mr so-and-so, or my right honourable friend. Not Tony, Gordon or David.....could be anyone on the street.
Life is too informal for anyone to expect discipline, whether it's from kids or adults....only individuals can display moral values and only if they want to...you can't make them.
