HSE LEgislation Regarding Safe Working Temperature!

I work in a brand new office building which does not have air conditioning and will 'naturally ventilate' if you open the windows, duh!

The interior temperature throughout winter and now into spring must be an average of about 25-26 degrees celsius.  In the summer this can hit 29-30!  There's no breeze, because there is the standard in fighting between people who are too hot and those who are too cold!

I heard that there is a discussion beginning to brew about a legal maximum temperature, there's currently only a minimum.  One suggestion was about 24 degrees celcius, this means we'd be sent home almost daily.

I think it's the right idea do you?!?
